Yes, because you are locking clients into 12-month retainers at \400 or \1,500/month, you absolutely need a Master Services Agreement (MSA) or a strict Terms & Conditions policy attached to that checkout. But that is a checkout-phase problem, not a "publish the website today" problem.

You don't need a public T&C page on your main site to launch. When you build the hidden checkout page that you send to approved applicants, you will simply add a required checkbox that says "I agree to the 12-Month Master Services Agreement" and link out to a Google Doc or PDF. You can finalize that document over the weekend before your first sales call.
